Yes he still has room to develop, but he's progressed a lot during the early stages of his senior career.

Chilwell has a very bright future. Looks a good attacking force down the left channel, but also has the balance to defend adequately too.

Is this serious? Wow, the bloke has dragged Leicester away from a potential relegation battle, brought stability and continuity and done a great job. Southampton supporters practically forced Puel out of the club due to his supposedly negative but effective tactics, despite an 8th place finish and reaching the EFL Cup final, and look where they are now!
