John Barnwell has hit out at Fifa president Sepp Blatter's proposal to introduce something akin to a transfer window for managers.

Blatter believes managers should have the same restrictions placed on them as players who can only move clubs during January and the summer.

The issue has come to Blatter's attention in recent weeks with Juande Ramos leaving Sevilla for Tottenham and Ronald Koeman swapping Ajax for Valencia.

"We will try to extend the rule that is valid for players to coaches," said Blatter.

Barnwell, chief executive of the League Managers' Association, admits that steps need to be taken to ensure managers are not allowed to resign and take a new job immediately.

But he feels that if Blatter's plans were implemented there would be an avalanche of managerial changes that would prove damaging to football.

"I understand where he's coming from, and he's citing the case of Ramos leaving Sevilla and joining Tottenham virtually overnight," Barnwell told Sky Sports News.

"But if you went down the road that Blatter is suggesting, can you imagine what would happen if clubs were really struggling and wanted to get rid of their managers and couldn't, and then there was a transfer window for managers?

"You would be inundated with managers coming and going. I don't see that working at all.

"We lose in the Football League something like 50 to 60 per cent of managers every year. If there was a transfer window and the managers were getting sacked at that time, it would be total chaos.

"We think there should be some legislation which restricts managers from resigning and joining another club immediately.

"A manager's contract should be far more protected, they should have a coaching licence that you cannot manage without, and that may put some curb on the flow of dismissals."

Barnwell also dismissed the argument that the transfer window for players was regarded as a success by everyone.

He explained: "A lot of Football League clubs do not like the transfer windows, they find them restrictive.

"The big clubs are reasonably well balanced and can afford to stock up on players during the transfer window, where the smaller clubs can't."
