So we only don't know where it is if we know how fast it's travelling. Mean Lloyd Dyer is un-locatable. No, that simply means that if we can determine our velocity we could actually be somewhere else, manipulating probability as I said. Dyer being un-locatable is down to the distortion of three dimensional space brought about by his huge mass, due to his ability to achieve relativistic velocities........ Of couse achieving such speeds deep into a gravity well such as earths does tend to make things rather unstable, hence his tendency to lose balance and mishit his crosses.
