It's not hard to understand. 1) FREE AGENTS can sign at ANY time. BUT obviously not until their contracts have expired. (I don't know how reliable FM is as a source but it seems to suggest it is common for them to expire on the 30th June. No idea about the real protocol). This may well relate to the Nugent transfer. If his contract expires on 30th June he will be allowed to talk to us but would not officially be our player until his deal at Portsmouth expired. I'm not sure about announcements but it wouldn't be surprising if they couldn't officially announce it until then. 2) TRANSFERS between ENGLISH clubs (Jordan Henderson to Liverpool) can take place as soon as the season is over (before July 1st) and can also be announced before July 1st. 3) INTERNATIONAL TRANSFERS can only take place FROM July 1st and as such will not be announced until July 1st at the earliest.

But I'd lay money on it that you'll see people getting all pissy that they've heard nothing every day until it's announced.
