Throw the roll with one hand, whilst holding the loose end with the other.

Note; Pull-up trousers first...

We used to throw loo rolls in the 60s and 70s, most clubs' supporters did. 

Hold the loo roll in your chucking hand with the loose roll unfurled slightly over the top of your hand and forearm, draw your arm back and chuck as hard as possible in a slightly upward trajectory and as the roll travels it will unrole in flight leaving a trail behind it.

Take two in case you can achieve better results with your second one having used the first as practice.

If one from behind you lands near you then you can chuck it again, ( though not onto the pitch ).

I hope enough people attending see this post and take action. I think inflatables are the best option due to the fact the crowd will keep them bouncing around for ages.
