The manager obviously sees something in him. 

Thomas is fine for the championship. We don't need a new left back. We need a striker and a midfielder.

Seeing as we bought him for not that much and when we were relegated. I'd be surprised if he was on 90pw. Unless he got it in his contract for promotion.

We need to sell at least one center back. I'd love it to be Faes or Vestegaard. But could see it being Okoli.

He is supposed to be very good. 

This is just one point of view and I haven't seen under 21 games or Evans play enough... but based on what I have seen ( games last season and pre season this year ) he's not ready yet and would be better developing in the under 21s.
