It's not about stifling ambition, it's making sure clubs can cope with their cost levels. It may even bring ticket prices down and get more people through the gate. Clubs will adapt and adjust in the long run.

They already had a rule that that limited spending on wages to a % of income. The problem at Bury came about because owners injecting funds counted as income and the cash from the owner subsisidising the wages dried up. So just remove owner contributions from counting as income. 

 

The financial argument doesn't stack up because it replaces a measure that was more financially grounded. This is just about smaller, perennial lower league clubs spotting an opportunity to limit bigger clubs that probably have a more transient relationship with the league and fair play to them cos its a members organisation.
