Yes, but normally you would have to go along to the local council office or library to find it, and it is often just a paper print out listed in address order, so you would have to know where the person lived to begin with. This is online, just a click away from Google - if someone knows your name (can be from a board like this for instance!) and knows your wife/partner's name, then they can access at least your address, and sometimes your phone number! For instance, a famous TV Celebrity Chef lives in my village, but I wasn't sure which was their house. I put the name in, and up came all the details, with their partner's name to confirm my finding! If some creepy git also knows the name of your kids, cos you have a pic of them on your website, along with their names, they can drive to your neighbourhood, and if they spot them, they can talk to them by name - kids can be so trusting when an adult seems to know them and their parents!! My details thankfully are way out of date on there, but I have made sure that my current details are never on there!!
