Surely in train stations they should just make the retailers put up signs saying that customers can return their empty cartons to their stall. Not having bins in train stations doesn't exactly solve the security issues does it! In London it is a real pain, and interesting watching how people behave. People seem to think that is acceptable to put a piece of rubbish on a bench in a tube station, or at the bottom of a flight of escalators. The free newspapers are the worst though. Not only are they utterly full of the most horrendous journalism but they get left EVERYWHERE. I can sympathise with people leaving them on trains as they get re used. But any day take a walk to the bottom of the travelator for the Waterloo and City line and you will see half a forest's worth of newspapers being chucked on the central reservations between the up/down escalators. It needs to be clamped down on but I expect most people would see it as state control. People who throw rubbish out of cars onto the street. That really pisses me off.
