Which software is best for creating images?

I need the name of some software which will enable me to create and edit images. In particular I need to create them to fit certain pixel sizes. Google is an option but there is sooo much crap it is to difficult to filter.

Photoshop is king. I think there's a free alternative called Gimp.

Don't use Photoshop for creating images use Indesign.

If you're mashing stuff together, use GIMP. Editing images is more Photoshop's job
