Can someone please explain how this will make money in the private sector? If it can make money in the private sector can someone please explain why the government doesn't follow the same model and make money for themselves?

Not many details around as it appears this was leaked, but from what I gather the general idea seems to be to "charge wealthy litigants" to use the service. No reasons given as to why the government can't do this. All seems very vague, far too vague to be considered a serious proposal at this stage. I'm guessing they're talking about large corporations in battles with each other or something like that. Something obscure with little effect on the public, but which uses up a lot of court time and resources. I can't see anyone proposing to fully privatise the courts, but I'd be interested in reading their justifications if they did. It's an immediately distasteful idea but who knows, maybe it could work.
