What do you mean anyone can take a penalty? Teams prior to any final have training sessions for the possibility the game will go to penalties. There are dedicated penalty takers. Both the players and the goalkeepers have video training and analytics of the opposition regarding penalties. That said, Gabriel going to Arteta after 120mins and saying to him "I feel good, I'll take the last penalty even though I haven't taken one in my whole career" is unheard of, it's bonkers and a sackable offense by Arteta.
