How do they know that a member is on the site, if they are not signed in?

A member has to be signed in, it's like appearing offline on MSN.

[Brainy]

Because the dude to the left of your name is red and lit up. When you're offline it's blank.

[Nath]

You can appear offline on here?

[Simi]

You can appear offline on here?

Yes it's called an anonymous member!!!!

[DB11]

Admins (and mods?) can see anonymous members eg. their username so they are not anonymous to admins and mods.

With us, you'd just think they were offline but really they are online!
