Anyway I thought psychologists were supposed to study the behavior of people and help them overcome any problems that they have, not if a person comes to the complainibg of hearing voices not to say to them 'Eff off you nutter'

What about when they leave prison? The only trade they will know is the one that got them put inside in the first place. Plus too harsh treatment will harden them and they'll take it out on the public if/when released.

Simple... they should never leave. Prison needs to act as a deterrent to stop people commiting criminal acts in the first place, NOT as a rehabilitation centre where they attempt to change behaviour. Prevention, as they say, is better than cure, thus having harsh prisons is less likely to make people consider committing criminal acts - whereas using the rehab. route means they need to have undertaken a criminal act in the first place.

If the poll is an indication of the opinions of the country as a whole it will be difficult for any government to bring in a policy that decides whether certain people live or die on what can be regarded as a toin coss.
