No... once you turn 21 in Australia, there's a permanent flow of alcohol through your system. If zero tolerance continued beyond this point, the country would grind to a halt. Here in Canada (well, Ontario) your first two phases of the licensing process does not allow for any alcohol in your system while you drive. And it's not age dependent - so if you start your G1 (written) test at age 47, you're still not permitted any alcohol in the blood while you drive. Ditto for the more advanced G2 level... only when you are fully licensed (G class) can you drive with any alcohol in your system. The other interesting, recent development in the graduated licensing scheme is the fact that G2 drivers under the age of 20 cannot drive with more than a certain number of teenage passengers, either. The theory goes that when you've got lots of teenagers in the car with a teenage driver, there's a greater risk of alcohol being involved somewhere along the line... let alone general walliness. Does it help much? Perhaps... but the far bigger problem is that drivers over here are generally shit, regardless of age.
