Bear in mind that most of the closures are on the outbound bit, and they get cleared pretty quickly, e.g. London Road - after everyone's run through that, it can open again straightaway because they come back in on a different route, much of which is on pedestrianised sections like Abbey Park, The Highcross, Gallowtree Gate, New Walk, etc. There are odd bits later in the race where they might stop the traffic briefly, but as everyone's spread out by then it's not usually for long. It seems to me the City Council have a standing policy to ensure that at least one and often two main entrances to the City centre are subject to major constructive works at any given time. My theory is that it's a cunning plan to finally get rid of the market. By digging holes all around it and appearing to fill them in, the idea is that, one day, the market will collapse under its own weight and disappear into the ground. Concrete mixers will move in overnight, covering all trace, and the councillors will declare that it wasn't safe, had outlived its time and simply had to go. Failing that they will obliterate all records of the market and flatly deny that it had ever existed.
