Hence the +10 points thing. Not exactly, you need to take into account the handicaps placed on the rest of the teams aswell. If someone finishes above us with higher than +10 on the handicap then they would win the handicap league.

Every team in the league, except one (Middlesborough in the Championship) will be given a number of handicap points based on where the bookies think they'll finish - so the lower they are expected to finish the more hypothetical points they will receive. However, it's not necessarily the outright winner of the league you base it on, instead every teams handicap points are added at the end of the season and a new table is drawn up on those new points total. So, for example, a team expected to be relegated might have a half decent season and when you take their hypothetical extra points in to account which might mean they win the league. I hope that makes some sense!!!

I hope that makes some sense!!! Correct , only one team out of the 24 will win the handicap so its pretty much a pot luck lottery, one you're unlikely to win. It's supposed to be about even chance for every team in the handicap.
