Relatively easily rectified I would imagine with some sort of code insert. Truth is finding your ball in seriously bad places is probably worse than declaring it lost and taking the penalty.

Also someone could go around trying to find as many balls as possible, therefore he wouldnt need to buy any golf balls

i work on a golf course i never pay for golf balls

Why dont they just put a little computer chip inside the balls and have a detector or something? Chips are really light so they would make much differnec to weight and the top golfers could afford it easily!
