Thanks. but it does mean if a club does install them "in case," that would be a good sign. I am an American, and many smaller stadiums in the US have stuff similar to rail seating. My wife showed me pictures of terracing (which we don't have) and described it, and I admit I was terrified thinking about ... but rail seating is completely different (which I am sure you all know)

I am unfamiliar with the legislation: If a club installed rail seating, but kept them locked in the seated position, would it violate the law?
