The gap has definitely closed; as a fan I'm not sure I'd describe Algeria as flying but I get your point. I weirdly think because of how cutthroat the CAF qualifiers were, having more teams in has made it so the chances of a strong african team coming through more likely. Previously you could have a great team (egypt around 2010-2014) and not qualify because you lost a single game
