One proposal is to have a league of 32 teams. Each team would be seeded and get 10 games and reaching the last 16 would also guarantee qualification for Champions League the following season.

I don't understand this, current champions league format have 32 teams and i didn't get what they mean by one seeded team playing 10 games ?
