Mobile bottom of screen ad

Hi, just wondering if the newish bottom ad on mobile is supposed to function as it currently does? Sometime is gets in the way a fair bit when reading and scrolling, and the 'x' option in the circle to close it doesn't seem to work at all.

If you sign in , then all the ads go.
