It says Leicester is better than Nottingham and Derby yet at the bottom it has links to those places.

To be fair It may have been set up as a project for school. Which school or what age group I would not like to say.

Most likely a school project. It is hosted on free webserver space. The layout is basic and seems to indicate a school project/assignment with its use of simple HTML tables and basic utilities (see google search at the top).

(Although not too sure about the ads at the bottom!!! For a sense of realism perhaps )
