Yes and yes.

I can't really understand why it is taking so long.

All the time referees and asistants demonstrate that they are unable to get important decisions right of the time.

I'm not convinced a tennis-style appeal system would work well for football although there might be some merit in examining various possibilities in detail and then in controlled experiments.

But when the referee has doubts about an important incident and when it obvious there is serious controversy then surely the use of technology is long overdue.

Some of the mistakes are embarrassing and have massive consequences.

Simply, just give the Fourth official access to Sky TV and on the rare occassion stuff like this happens let him make the call.

You could give teams like three "Fourth Offical calls" a season or maybe one a match or something like that, something like they do in Tennis.

It's not exactly going to slow the game down anymore than the 5 minutes the players will spend arguing with the ref/lines men.

You are going to have to make a call on EVERY single incident, .... handball, offside, throw ins, shirt tug, chest bump, corners, goals...plus myriad behind the scene/off the ball incidents.

games will take hours and will consist of 30 seconds of play, one minute of review.

If you really want electronic measurement...just play in PS3 world.
