So my approach would be this:

 

You create a safeweb accreditation that websites need to apply for, like ISO9001 to prove you conform to web safety standards, this is not just about anonymity and access but also data protection and viruses and fakenews.

 

Now the rest of the web still exists, but you have the safeweb that sits over the world wide web.

 

Now how do you access the safe web? You have an authorised email account/access. In this day and age your email address is probably more important than your phone number, so it could even be an official address that is linked to passport number or NI number or social security number. Basically an official government issued email address linked to details you already provide to the government and maintained in the same super safe way the government already protects our data :ph34r:

 

When logged into the safeweb, you have a single profile that allows you access to all safeweb sites and you can post and comment and argue and chat shit, just as you can before but if you cross a line it can be traced back to you. You are accountable for what you say, and you can only see posts and comments by accredited users.

 

Now you can still log out of the safeweb and browse as before, access illegal football streams, torrents, dodgy porn or whatever else you want, but you do so at your own risk of malware, spam, virus, cyber bullying etc. This includes any safeweb sites, but you can't comment on a safeweb site if you are not logged in.

 

Now for this to work there probably needs to be a bigger carrot, people are not going to jump through hoops without a benefit. The obvious one would be free access to the safeweb. You give everyone in the country a free account and free access on mobile, free mobile hotspots in public places to but only to access the safeweb. You want to go into the unregulated www then fine, but that will cost you data. People will use it because it is free and secure, but only if it has content, websites will want safeweb accreditation otherwise they will miss out on a huge customer base. Of course it isn't perfect, but that would be my approach, it would probably take a generation for it to take effect and would need the big players, google, facebook etc to back it.

Well of course but that doesn't help the victim and I'd guess you're idea creates a greater chance of it happening.

 

It would certainty stop me joining any site that required that info.
