He certainly wouldn't get in a world XI or on the bench. Eto'o, Ronaldinho, Torres, Crespo, Adriano, Ruud Van Nistelrooij, Thierry Henry all offer more in my opinion. Rooney is good. He's certainly worthy of his spot in the England side. Best in the world he certainly ain't.
