Even if they don't stop - both they and the Qataris are part of the OPEC, they can rig the oil prices however they like - they've done it before, in the 70's, Nixon and the US supported Israel in the Yom Kippur War, the OPEC both cut production and announced price rises. Nixon responded by giving Israel $2.2bn in aid, and they deployed a complete embargo on the US, and put together another price hike of 70%. Even without threatening their oil industry they can take governments by the balls on that front if that government tries to fight against their interests.
