He grinds my gears

He's inexperienced at manager level. He's an academy coach, nothing more. He's been shoved into this role because of the awful choices of managers that the top 2 have made and they've all failed. He has so few fully fit, experienced players available to him, he has little choice other than play with the hand he's been dealt.
