Asylum seekers have to prove they require asylum. So if they lose their identity documents that works against them doing that. They have to prove that they come from an unsafe country AND that they themselves are at risk. It's a high bar.

It should be based on an even spend cap of £x per club. Not a proportion of revenue. That would make it more even rather than keeping all the trophies with the top few clubs.
