Or am I just being a tw at? It's an attempt to seize the moral high ground and surf the wave of public feeling following a couple of high-profile incidents. You could understand an anti-yob stance in terms of public feeling affecting the way people behave but I don't see how this is going to help the current situation with dangerous dogs, i.e. the head of the bloody Rottweilers releasing a statement saying "yeah, fair do's, we've gone a bit over the top recently, we'll tone it down a bit." It will be an interesting gauge of public opinion and may bite them on the arse (sorry, couldn't resist).
