Could you not like compare everyone's IP address and see who has multiple accounts?

Because it's really down to the person in question whether they choose to 'out' themselves. Personally, I can't really see the sense in having multiple accounts - other than when someone does it as a one-off wind up - but I guess if it's down to the individual... I have no idea why it put me as a guest for this reply. Me neither.
