Has english parents wouldn't need one would he?

it all depends how he was registered at birth, where he was born, ect...

My brother's daughter was born in the states and although he is very clearly English, She has an american passport as she was born in the states....

It makes no difference where he was registered/born. He can still get a British passport which means no work permit.

For example my son was not registered with the UK embassy, but if we wanted a British passport for him we would just need to send a copy of my birth certificate and marriage certificate to the embassy. He automatically gets British citizenship and has dual nationality.

If someone is born in say for example the States but have English parents, they'd get a US passpoprt as they were born there, and a UK passport because of their parents Nationality.

Just like PC says.
