You blow them up on the left like Walkers said, then you can fire your one remaining dart at them on the right and easily get four balloons.

First dart, get the bronze bloon out the way.

Second dart, aim for the red bomb bloon thingy

Third dart, there should be four bronze blocks in the bottom row, you need to hit the block 2nd from the right,

then finally, aim for the pink bloon under it.

But its very difficult.

I dont know whether you've done it but just for the rest who are about to do that level..

Just aim for the bronze block in the middle of the bloons without hitting the ice.

Then hit the red bomb bloon thingy FULL POWER without hitting the ice.

Then pick one of the four bronze blocks on the bottom row (one with a pink bloon beneath), near the bottom, get that block out the way and then aim for the pink bloon without the bronze block above it.

So hard explaining these things.

Yup... You go...

Big box first, get the middle Pac, go down and go up the 2x10 ish colunm... the get the 4 bloons, then get lonley pac and go for the top row... you have to only miss a max of 2 bloons though!!!
