Usually opposing sets of fans at a match but can be in the street and not just 2 opposing sides, look at Euro 88! Have you ever witnessed a fight if so, where and who against? Yes Leicester and Coventry fans in 1994 outside Highfield road Who do you think is the worst for football hooliganism? Far too broad a question! In the world? Well I can only generate an opinion from what is reported in the media, so the accuracy may be out. Polish, Russian and Baltic state fans are very rough. In general Poor enconmic countries people who like football and are tribal regarding their teams. Domesticly teams like Stoke, Burnley, Leeds, Millwall, West Ham, Spurs, Birmingham, Leicester are all noted for their "Firms" but that was back in the day! Now a days its is a bit of a myth that these thigs still happen. Films like Football factory have made out that these things go on en-mass but from what i have witnessed over the last 15 years football violence is down due to more focused policing on the whole match experiance.
