The fishing grounds are plundered illegally by foreign trawlers. So Somalis have hit upon a new economic activity that brings in millions of dollars. And it appears to be accepted as a cost of doing business in the region by ship owners. It's entrepreneurial capitalism at work. If they succeed, great. If they fail, tough luck. They would fail anyway in the streets of Somalia by getting shot. Fancy houses are being built, expensive cars are being bought - all this in a dysfunctional country - It's a win-win situation for them.
