There has been a lot said recently about the city council making decisions away from the view of the public, but I doubt people realise the extent to which open government is being strangled at the order of the council leader. Councillor Willmott has decided to apply a blanket ban on opposition members receiving any private papers. We must now argue a reason for access being given to papers for each and every report, without any knowledge of their content, knowing only the report title. The leader will no doubt decide with no right of appeal. We know that report titles can often not reflect the decisions being made. The report to decide to demolish the Bowstring Bridge made no reference to it in the title. It will be easy to hide decisions and difficult to give a justification that will pass the leader's arbitrary test. This is a clear breach of the political conventions in the constitution which presume councillors have a right to know information without having to justify themselves. Coun Willmott is acting to deprive opposition Conservative and Lib-Dem members as well as the public the right to know about important decisions that shape the city we live in. He is acting more like a despot than a democratic leader. Labour pledged itself to back open government but the most senior Labour councillor in Leicester is the most active opponent of that. As the Labour parliamentary candidate in north west Leicestershire he seeks power and influence at a higher level. From recent bitter experience I can say if people value open government, Coun Willmott cannot be trusted to be their MP. In Leicester, the Labour group that elects the leader needs to consider if it, too, rejects open government and the restriction of rights on opposition members.
