And I was told that Heroin use is rife especially in Oslo. This is by Norwegians as I've never been there - too expensive and taxes are high.

All I found was a document from the Norwegian version of YouGov which said that the drug problem in Oslo was much worse than anywhere else in Norway. But...why would a country which has Akvavit and such excellent sea fishing need drugs?

Believing the present system doesn't work and questioning it and knowing all the answers are not the same thing. I would go further and say that I don't know any answers, just questions. where better than an almost anonymous website to ask questions and share opinions. My knowledge has been increased by this thread and the input therein alone. Please let me know if you think I shouldn't ask questions or give opinions on this internet web site, if you do I shall stop.

Either get the penalty to fit the crime or make use of offenders in general society. I'm happy with alternates from either ends of the spectrum. I'd love to think that re-education and the penalty of helping out in the community and modern day "chain gangs" would work. I also have no problem with murderers people killed and rapists having their penises cut off. therefore logically I have no problem with repeat thieves having hands cut off - just as long as the NHS and social security don't have to pay for them doing naff all the rest of their lives - in which case put them on a boat and ship them to somalia or australia. If someone needs to be locked away to keep the public safe they should be killed, otherwise find an alternative way to punish a criminal. The very least I'd want to castration of the offender.

If the theif did not offend in order to have their hands chopped off surely there must be another reason to re-offend? In many cases the 'deterrent system may not work. Locking some one up at an early age who has no qualifications then sending them out still with no qualifications will more often than not lead them to re-offend and be returned to prison. Surely it is better to give a prisoner some hope of living a normal life than being punished when released when unable to put his past behind him and the only help offered is from those that may have been the cause of them being inside in the first place. A few months ago I was at a media meeting and a young lad who had done a few months inside was saying how he was outcasted by people he knew before because he said he wanted to go straight. If he has no job prospect because of his record think how easy it would be to be drawn in by somebody saying 'Come on its easy money, you only need do it once.' He has to disassociate himself from anyone he knew before. As others have said not everything is black and white. '
