Yes - and although I appreciate he wasn't talking about that season's expenditure exactly, he is using that article to link that dodgy deal to our "miracle" so it amounts to the same thing.

 

And the more I reflect on it, the more the whole "back in our box" thing infuriates me. Football is about the pyramid system and any club being able to dream. I grew up in an era when the likes of Everton and Leeds could win the league. And someone like Chelsea could come along and gatecrash it, and force other clubs to raise their level to respond. It is the fact these boxes have been created in the first place that is the fundamental problem, and his righteous attitude misses that completely.

I think you’re missing his point. The ‘back in their box’ bit was highlighting the unfair playing field, not saying we’re back where we should be.
