So it’s not been passed to the RSPCA and Police then? Should nothing happen then just because it was only a couple of dogs that were in the car? Trust me, I do too. There’s no excuse for what’s happened here. RSPCA and Police can both make referrals for the guy while also assessing whether this should go to the CPS or not. Theres clear precedents for this. Sentencings have happened, orders to prevent that person owning dogs/pets again and fines. The MH and stress are mitagations, not defences.
