I get that they can't take account of the player, but fundamentally the spirit of the law is that you can't commit a deliberate act of foul play to reduce the chance you concede (take DOGSO for penalties, if there's no attempt to play the ball it's still a red card). Deliberate acts of foul play to change who has a chance, or to turn a 2 v 1 into a 1 v 1, with the intent of reducing the chance you concede, like that foul on daka, violates the spirit of the law. If the letter of the law doesn't allow the spirit to be enforced then it's a badly written law and needs changing asap.

If Skipp doesn't get on that, it's definitely denial of a clear goal scoring opportunity. Can argue that playing on is fine as it does break to a Leicester player, and Skipp should have stopped and let it run for the red instead, but it's a deliberate foul to stop Daka being through on goal.
