they aren't going to do that, it needs to be imposed. 6 clubs know it protects their status at the top of the league due to them being able to spend their way to a massive global revenue advantage and the rest know it gives them a huge advantage over newly promoted teams, there's about 5 clubs every year that would want it changed and 3 of them are newly promoted
