"These values represent the current upgrades applied to each team. Typically these values are automatically set as a championship unfolds, but organisers of special championships may wish to have manual control. Note that automatic upgrades will still unfold, but they can be reversed if necessary. Times are listed in seconds, negative values disallowed."

So what happens if you keep crashing or whatever and don't have enough money to pay the fine?

Yeah, which is fair enough right? You'll go into debt, you won't have enough money to sign players next year.
