There’s very strong evidence. Why would Inter let a player travel without an agreement? There must have been some basis for them to permit that. So why would Inter change from there? Because they are the ones missing out on dollar in the scenario.

That’s the criticism. It’s multi-layered decay of numerous bad decisions over a period of time which manifests its self here. Bad decisions by the same people at the top of the club.
