This sounds like not all cars parked in the bus lane were ticketed, just the ones within bus stops and on "yellow line" ?

The yellow line runs as long as the bus lane but yes Agreed not cars was ticketed but there was only a 2 hour window it also depends on what time the warden actually got there and how long it takes to issue a ticket
