It's a racist epithet, because if it wasn't, it wouldn't be used in the negative, derogatory sense.

Whether you want to band that in with racism is up to you, but I would argue that it is racist. Think this debate has gone on for long enough anyway. This thread has already had to be moved away from a racism argument once.
