It's not covered by FFP. Losses to do with infrastructure don't count. 

 

But match day revenue does, so FFP is actually a reason to expand the ground as we as a club are hugely reliant on what we make on game days. 

 

As long as the club and owners are actually in a fairly strong financial position it'll probably still happen.

Get what you are saying but they are using the cost line purely as a smokescreen. They just don’t want standing at all.

 Aren’t interest payments for those construction loans covered though?

Isn't that one of the issues Everton have had?

No I don’t think they do, I think it’s tied into when planning permission is granted and when the loan is taken although Everton had a lot of excuses for failing FFP, they had budgeted to finish sixth in 2021-22 but only came 16th, valued Richarlison at £80m but could only sell for £60m, they claimed that they planned to sell players for £83m and make a net profit of £49.9m in the summer 2020 transfer window until Covid struck and reduced the market for deals and even claimed for a £43 million discount in FFP for failing to sell players because of Covid, blamed the Russia invasion into Ukraine as well for losing them a £200 million naming rights on the new stadium

I've often thought it was surprising the club even decided to allow the SK1 section in the first place, as it seems to go against what they want home matches to be like. Well aware though it took years and years of lobbying, and of course the problem now is the reluctance to expand that area. If the club are unwilling to do that, there's surely next to no chance of them doing the same as Southampton with a whole stand.
