Stopping in peno run up

Was watching the Chelsea v Everton penalty shootout earlier and saw a couple of Chelsea players pause in their run up to fool the keeper. But I remember that a year or so ago, they banned it, and made it a yellow card offence. Yet the rule is still so ignored (like obstruction), and needs to be sorted by the fa and refs

In a way i see it as being bad sportsmanship as well, if you get me?

Stopping is banned but having a jerky run up is fine. Enlighten me on whether he completely stopped or not, I didn't see it.

If it's just jerky I don't think it's bad sportsmanship, it's just trying to get an edge over the keeper, seeing if he moves slightly before or not.

Keepers break the rules in shoot outs all the time.

Still remember David Marshall stepping three yards off his line to save THAT Kermorgant peno.

If even Howard "world's top ref" Webb doesn't enforce the rules, why should players be expected to stick to them?

Also in nearly every penalty i see, players run into the box before the kick is taken. Ref's seem to randomly make them retake it when they feel like it for some reason though. I've even seen in one game where there has been two penalties, that the first one has had more people running into the box than the second, yet for the second penlalty the player is made to retake. Really weird.

Remember the Millwall V Peterborough game after the Steve Howard winner against Leeds? Joe Lewis saved three penalties however that might of been due to him coming off his line?

You can jerk a run up as many times as you like.

You CANNOT miss-kick the ball in an attempt to fool the keeper and tap it the other way. That is banned under law.

As long as there is consistency in the refereeing there should be no problem, although all too often refs are anything but consistent and will make someone re-take just for the re-take to be taken exactly the same and yet still allowed.

Yeah, The words 'consistency' and 'referee' just don't fit in the same sentence, now 'inconsistancy'? Pretty much always in the same sentence.

As Watson mentioned, if every penalty was scrutinised by the ref, they'd all be retaken.

Players always run into the box as the penalty taker is taking his run up.

In regards to stopping, I'm pretty sure you're allowed to pause as long it's one flowing motion if that makes sense, so followed through after the pause. :S
