Thats not strictly true because victims of uninsured drivers get compensated by the MIB ( motorists insurance bureau , not men in black) MIB was established in 1946 to compensate the victims of negligent uninsured and untraced motorists. Every Insurer underwriting compulsory motor insurance is obliged, by virtue of the Road Traffic Act 1988, to be a member of MIB and to contribute to its funding.

Should crush his car, preferably with him in it. Probably looking to smash it into another vehicle then claim personal injury for all his passengers.
