There was a report a year back about New Parks in the Mercury when a anti-smoking drive was being started, the quote was something like only 33% of the place worked and 50% smoked. If that's not a argument for food vouchers etc instead of hard cash being paid I don't know what is. It's amazing what work people find when you stop giving them free money. Well said. I have always maintained that vouchers are necessary. Too many parents spend money on drink and fags, while children go without. Clothing and food vouchers should be the norm.
