This isn't actually true. A lot of managers tell their goalkeeper to be the 5th defender. A type of sweeper keeper where they are encouraged to defend on the outside of their box. A goalkeeper is also encouraged to come out of the box and give away a free kick rather than a penalty etc etc. This is standard management.
